The question dresses like its answer
कः asks for a doer and wears the doer’s tail. किम् asks for the thing acted on and wears that tail. कस्मै asks for the receiver, कस्मात् for the source, कस्य for the owner. Once you hear which costume the question is wearing, you already know what kind of word must answer it.
